Builder Hovnanian Enterprises is being sued by a couple in Boynton Beach,
Fla., who complain that their townhouse community is full of "irreverent
transients" who don't maintain their homes and party too loudly.

Jonathan and Brandy Miller, who purchased their home before the housing
market crashed, complain that Hovnanian should have worked harder to enforce
the rule that buyers had to hold properties for at least 18 months. They say
the exercise room has been burglarized and the clubhouse is locked for fear
of vandalism. Also, landscaping hasn't been maintained.

They want their $360,000 purchase price and closing costs reimbursed, and
they want a jury to determine damages.

Jonathan Miller told the Palm Beach Post, "We just feel like we've been
wronged. We were misled when we purchased it, and we finally just got fed up
and had to take some sort of action to address it."
